Dear Friends,
Enclosed you will find the agenda of the ECU General Assembly on 6 December 1999 in Batumi / Georgia.
According to 4.4 of the ECU Statutes, every member federation is represented by a permanent delegate or by another person (proxy) who belongs to the same federation or is the representative (permanant delegate or proxy) of another federation. If a member federation has not named a permanent ECU delegate or given a proxy, then the president represents the federation.
In order to prepare the General Assembly, we would like to ask you to inform us in advance, who will represent your federation.
Concerning the European Team Championship in Batumi, we can inform you that visa will be issued upon arrival at the airport. Please make sure, that the Organizing Committee will know all passport details of your players and accompanying people.
According to Air Georgia, Frankfurt, charter flights between Tbilisi and Batumi will be organized. Some more information will be available next week. We then will inform you immediately about these charters.
Furthermore, there is a new offer for a direct charter flight from Budapest to Batumi with a YAK 42 (appr. 110 to 115 seats). The costs would be appr. 400 US $. If your federation is interested in booking this charter, please inform us by 1 November 1999. We will coordinate these activities.
Connections to Trapzon / Turkey are offered as direct flights from various countries as well as via Ankara or Istanbul. You can check details with your IATA travel agency.
Chief Arbiter will be Geurt Gijssen / NL. After consultation with ECU President Boris Kutin and the Organizing Committee and due to a recommendation of FIDE, it has been agreed to change the time control as follows:
"The time control shall be 40 moves in 100 minutes, followed by 20 moves in 50 minutes, followed by all moves in 10 minutes. Each player shall receive an extra 30 seconds thinking time after each move played, commencing from the first move."
