Circular Letter No. 10/2003

In addition to the bids for the European championships 2005 mentioned in our Circular Letter 09/2003, we have received the offer of Dresden/Germany to hold once more the European Senior Team Championship. The Board has to decide upon the bids. Besides we have to enter into negotiations with interesting organizers and federations in order to find venues for the other championships.

The European Individual Championships in Silivri/Turkey have caused a lot of discussions concerning the “official hotel”. This issue will be reviewed by the forthcoming meeting of the Board and General Assembly in Plovdiv. Due to the fact that the players involved in the tie break of the qualification to the World Championship (place 43 to 46) had refused to accept the tournament rules and decisions of the Chief Arbiter, these tie breaks were cancelled. Now we are facing a protest of some of these players. The Board has asked David Anderton (England) as legal adviser to examine this subject. Congratulation to the new European champions Zurab Azmaiparashvili and Pia Cramling!

In Balatonlelle/Hungary the 4th European Youth Team Championship has been finished. Hungary won the title in the boys group and Romania in the girls group.

We would like to remind you that registrations for this year’s European Team Championship have to be made by 10 August 2003. Please send the respective forms to the Bulgarian Chess Federation. Moreover please be aware of the fact that the Tournament rules for this championship were changed by last year’s General Assembly. For the first time the ranking will be made according to the match points.

We have agreed with ChessBase to hold the 1st European Internet Championship. Attached you will find the details. Preliminaries are scheduled for a period between 20 October and 7 November, the Intermediate for 8 November and the Final for 9 November 2003. We would like to ask you to publish the announcement in your chess magazines. We hope that each federation will use the right to nominate one player for the intermediate tournament.

Attached you will also find the invitation to the 6th European Senior Team Championship being held in Dresden/Germany from 22 to 28 February 2004. This championship has become one of the most important senior events worldwide.

The Ad Hoc Committee set up in Bled last year had its first meeting in Istanbul/Turkey from 6 to 10 June 2003. Peter Rajcsanyi (Chairman), Boris Kutin and Ali Nihat Yazici raised issues related to the main points of the actual structure of the Statues. Longer discussions were devoted to the issues of the time schedule of the AHC work, to the voting rights of the federations, the debate emerged during the Bled ECU Assembly meeting in respect to the rightfulness of the election of the vice president and to the financial responsibilities and right of the ECU Board, including compensation for the expenses and time devoted to ECU matters.

The Board is negotiating with a contract concerning marketing of the ECU website. Details will be announced in Plovdiv. The legal aspects are examined by David Anderton.
