Circular Letter No. 6/2004

On 30 April 2004 upon the invitation of the Spanish Chess Federation and the Regional Government of Calvia/Mallorca the ECU Board met at the venue of this year’s Chess Olympiad. It was a good opportunity to have a first impression of the preparations and localities of this important event.

The Ad-hoc Committee for a General Review of the ECU Statutes has prepared a questionnaire which was distributed to you on 7 May. We would appreciate the answers by 15 May in order to discuss your opinions at the next meeting.

The official invitations to the European Club Cup and the European Youth Championships 2004 will be distributed by the Turkish Chess Federation within the next days.

Due to the fact that the current financial conditions are not really accepted by the organizers of open tournaments the Board has decided to delete the 2004 European Grand Prix. A new structure should only be established if a sponsor can be found.

The 2nd European Internet Championship will be held at the end of this year under the same conditions as previous year together with ChessBase.

The European Senior Championship 2005 will be held in Bad Homburg/Germany from 26 June to 5 July. The Board has accepted to raise that the entry fee can be raised up to 50,--€.

There are some activities in connection with the European Union. The Austrian Chess Federation will organize the ECU Youth Championship in Mureck from 22 to 31 August 2004. In Cork (Ireland) an EU Championship 2005 is planned.

After a meeting with GM Joël Lautier as President of the Association of Chess Professionals and after a long discussion within the ECU Board it was decided to propose to the next General Assembly to delete the obligation that players have to stay in official hotels. Such an amendment of the Tournament Rules might reduce the prize fund of the championships and may increase the costs of organisation.

Because of some problems with the transfer of entry fees the Board would like to refer to the current Tournament Rules and ask the federations to follow them: ”In case of the European Club Cup, the European Club Cup for Women and rapid and blitz championships the entry fees will be collected with the registration of participants if not transferred before to the ECU account. If the entry fee is not paid, participants will not be registered for and admitted to the event. In all other cases, the entry fees will be collected with the ECU invoice. The Board can decide otherwise.”

The next Board Meeting will be held in Kishinev/Moldova from 12 to 16 August 2004. The main issues will be the decisions about all European championships 2006.

Please note once more that the deadline for bids for these championships will expire on 1 July 2004.

According to the timetable of the FIDE Congress in Calvia the ECU General Assembly will be held on 27 October 2004. ECU President Boris Kutin herewith convenes this annual General Assembly. Proposals from member federations to be included in the agenda should reach the Secretariat not later than 26 July 2004. The agenda, together with the relevant documents, will be sent out to the federations six weeks before the General Assembly.
