Circular Letter No. 09/2007

Dear Friends,

Attached you will find the minutes of the ECU General Assembly which took place in Heraklion/Greece on 3 November 2007.

Regarding the issue of the Turkish lawsuit against ECU, our Board has sent an official letter of apologize to the Turkish Chess Federation, as requested by the General Assembly. But the Turkish Chess Federation will not withdraw the case. With regard to the problem of having two board members coming from one federation the legal adviser of ECU David Anderton, England, gave the following statement

1. The test is in any event membership of federation. Boris Kutin is still a member of the Slovenian Chess Federation.

2. "Should" is not as strong strong a requirement as "will" "shall" or "must" – all words used in the Statutes.

3. There is no specific statute dealing with a change in the situation after the election or a provision for replacement of an elected board member.

4. My conclusion is that there is no requirement for Boris Kutin to resign during his term of office, even if he is no longer a member of the Slovenian Chess Federation, but at the next election the GA should not elect a new Board with two members from the same federation.

We would like to congratulate the Russian Chess Federation to the tremendous success in Heraklion with the double European Team Champion title (men and women). Thanks to the Organizing Committee and the Greek Chess Federation for having held this event under excellent conditions.

Heinz Herzog will be the new ECU webmaster. He will host the website and will establish a new information system. The address www.eurochess.org will not be changed.

Unfortunately because of his personal and business obligations, ECU Marketing director Branimir Jukic had to resign from his position. We express our thanks for his activities. All federations are requested to make proposals by the end of January 2008for a new appointment.

The Board has decided to continue the cooperation with the University of Texas at Dallas. The winners of next U 16 European Youth Championship 2008 (boys and girls) in Herceg Novi, Montenegro, will receive a Honour Scholarship. Each of these is presently valued at $ 80,000 for out-of-state students.

The Slovenian Chess Federation with support of Slovenian School and Sports Ministry will found a European Union Chess Federation during the presidency of Slovenia. The aim is to provide an organisation for the promotion and participation of chess in all related existing and future activities, competitions and education within the European Union to contribute to establishment of intercultural dialogue. The founding congress is planned for 16 March 2008 in Brdo, Slovenia, along with the meeting of all EU sports ministers and presidents of National Olympic Committees.

Attached you will find the updated letter of invitation for next year’s European Senior Team Championship in Dresden. Please note the changes in the room rates and the conditions of participation.

The first European Individual School Chess Championship will be held in the frame of Haldikiki Chess Events from 28 April to 6 May 2008 (annex).
