Circular Letter No. 4/2006

On invitation of Lokomotiv Plovdiv and the Novotel the ECU Board met on 17 and 18 March in Plovdiv, the second largest Bulgarian city where already two European Team Championships have been held.

The most important item of the agenda was the preparation of the forthcoming General Assembly which will be held in Torino/Italy on 1 June 2006. Concerning the voting right, the Board pointed out once more that federations being in arrears will not have this right. The treasurer Kamen Toshkov has been asked to contact the respective federations in order to solve the problems and to settle the debts. Furthermore, the Board has to decide whether these federations should be banned from participating in European Championships according to the ECU Statutes. Such an unpleasant decision should be avoided as in this case even individual players are affected. The agenda of the General Assembly with all papers will be distributed to all federations by 15 April 2006.

As it has already been announced there is a co-operation between MonRoi and ECU. One of the aims is the organization of a Grand Prix. The Board has established the guidelines for a series of appr. 12 tournaments (annex). This means a necessary change of the Tournament Rules which have to be decided by the General Assembly. Federations and tournament organizers being interested in holding one of the Grand Prix events should contact the ECU Secretariat for further information. The final decision will be taken by the Board at the next meeting in Torino.

From 1 to 10 August 2006 a match between China and Europe is scheduled in Shanghai. Each team will be composed by 4 men and 4 women. Further details are still to be negotiated between ECU President Boris Kutin and the Chinese Chess Federation.

The official announcement of the European Club Cup in Fügen/Austria has been published (annex). Please, note that every federation that intends to participate with one or more teams must inform the organizing committee before 1 June 2006 of its acceptance of the invitation.

The next Board meeting will take place in Torino on 26 May 2006.
