Circular Letter No. 1/2006

From 27 to 29 January 2006, the ECU Board was invited for this year’s first meeting to Dubrovnik. We express our thanks to President Stjepan Sturlan and the Croatian Chess Federation. The main items of the agenda were ECU finances, the website, the co-operation with MonRoi and the preparation of the General Assembly in Torino.

The ECU Board took this opportunity to make a little excursion to Herceg Novi/Montenegro to meet the Mayor, the representatives of the local club and of the Chess Federation of Montenegro. In Herceg Novi, a real estate will be offered to ECU for future utilisation.

Treasurer Kamen Toshkov tabled his financial report including a list of the debts of the member federations. The Board decided that according to the Statutes all federations with higher debts than € 1,000 will not have the right to vote in the forthcoming General Assembly in Torino. Kamen Toshkov will contact the federations in question in order to agree upon the necessary payments. After 1 April 2006, ECU will publish the names of federations without voting rights. Furthermore the Board has to decide whether those federations will be excluded from future ECU events.

As the ECU Board was not satisfied with the current presentation of its website, the contract with the webmaster MMView was cancelled at the end of last year. In order to avoid a legal dispute ECU was prepared to pay a lump sum of € 3,500 as reimbursement of the costs of the last two years. A new contract will be signed with the German company Zenturion which is represented by Vladimir Beliavski (GM Alexander Beliavski’s son). The new website will be available under the same address, probably from the end of next week on.

The ECU Board is pleased to announce that in Dubrovnik an agreement with MonRoi Inc. was signed. In addition to a general co-operation, a MonRoi Grand Prix will be established. Details have to be fixed later. MonRoi offers an electronic chess tournament management including internet broadcast products.

In terms of the successful co-operation and the technical improvement of the chess timer “Silver”, ECU has prolonged the agreement with Eurochess International (ECI). The adjustments of the new clock “Silver” have caused an increase of the selling price. Nevertheless we have succeeded in agreeing that all European national federations can purchase these electronic clocks at a special price of € 27 (excluding tax and shipment costs) under the condition that at least 50 peaces are ordered.

President Boris Kutin is still negotiating with interested organizers about the European Individual and Women’s Championship 2007. The final decision will be taken by him within the next days.

The European Youth Team Championship 2006 will be held in Balatonlelle/Hungary from 12 to 19 July. Please find enclosed the official invitation.

Deadline for bids for all European Championships 2008 is 1 July 2006. We would like to remind you that bids for the European Team Championship 2009 and for the European School Team Championship 2007 have to reach our secretariat by 1 March 2006.

ECU President Boris Kutin herewith convenes this year’s ECU General Assembly in Torino/Italy for Thursday, 1 June 2006 at 9 a. m. This General Assembly will be held in connection with the FIDE Congress. If necessary, an additional session has to be fixed after the FIDE elections. According to 4.15 of the ECU Statutes, proposals of member federations to be included in the agenda should reach our secretariat not later than 3 months before the beginning of the General Assembly, thus 28 February 2006. The agenda, together with the relevant documents, will be distributed to the federations six weeks before the General Assembly.

According to the new statutes, the entire Board has to be elected. The Board members are chosen for a period of 4 years. The President, the Deputy President, the Secretary General and the Treasurer are elected on a combined ticket. Nominations for this ticket must reach the ECU secretariat at least two months before the opening of the General Assembly, thus 31 March 2006.

In order to guarantee a correct procedure of the General Assembly, the voting right of each delegate has to be checked. According to 4.4 of the ECU Statutes, every member federation is represented by a permanent delegate or by another person (proxy) who belongs to the same federation or is a representative (permanent delegate or proxy) of another federation. If a member federation has not named a permanent ECU delegate or given a proxy the federation’s President represents the federation. As no European federation has officially named a permanent ECU delegate all federations have to be represented by their Presidents or have to give a proxy signed by the respective President. All proxies have to be submitted to the Secretary General 24 hours before the opening of the General Assembly at the latest. This will enable the Board to check the proxies and to clarify the voting right as to possible debts of the federation.

The next Board meeting is supposed to be held in Plovdiv/Bulgaria from 16 to 19 March 2006.

Please note that Joaquim Durao is the President of the Portuguese Chess Federation and not António Bravo as it was indicated in the last circular letter.
